With the new VPNService of Android API level 14+ (Ice Cream Sandwhich) it is possible to create a VPN service that does not root access. This project is a port of OpenVPN.
License: New BSD License
BSDL (android bits) + GPLv2 (OpenVPN itself)
Would be VERY useful, both for security conscious users, aswell as professionals.

Sorry for double posting this.
There is no problem with this, the openssl builds via ndk but it takes a long time.
Added. Make sure you are latest ndk to build and it takes a good while. The license, as mentioned in the footnote on the webpage isn’t NewBSD, so please don’t take that for granted.
Where has openvpn gone? I can not find it any more:
